敬啟者: 反對西貢公路(匡湖居段)擴闊工程 路政署規劃之西貢公路改善工程中,由清水灣道與匡湖居外圍一段馬路之擴闊工程將由現時的二線增至四線行車。是項工程將會嚴重影響本苑外圍綠化景觀、增加匡湖居外圍馬路之擠塞機會及為各業戶帶來不少噪音與不便,詳細資料如下: 〈一〉擴建四線行車馬路 匡湖居外圍商場至住宅C段外圍之綠化租借地將被改為行車道路使用範圍。故日後本苑外圍只剩下約2米闊的綠化區,嚴重影響本苑外圍的綠化景觀,而且改建後之馬路將會貼近本苑屋宇,較近外圍路旁的業戶將不能避免受噪音滋擾; 〈二〉未有全面完善計劃 由清水灣道至西貢市之公路改善工程中,匡湖居段之擴闊工程為第一階段工程,而第二階段由匡湖居至西貢市之公路改善工程仍處於研究中。在政府未能提供擴闊車道工程的全面配套及計劃前草率進行匡湖居段之擴闊工程,將增加日後匡湖居外圍馬路之擠塞機會,嚴重影響居民出入。 本苑已於本年三月、九月及十二月分別去信反對以上工程,並建議: 1. 在西貢公路改善工程中未有全面計劃及配套前暫停由清水灣道與匡湖居外圍一段馬路之擴闊工程;
2. 為保護匡湖居之寧靜及優美環境,匡湖居外圍之綠化租借地必須保留;
3. 政府可考慮另闢隧道或天橋經清水灣道直達西貢市以改善車輛擠塞情況。 有鑑於此項工程將會大幅度減低西貢公路一帶之綠化環境,亦不符合香港政府支持環保的一貫政策。為著匡湖居外圍景觀、交通和物業價值免受影響,本苑業主立案法團誠邀各業戶参與簽名運動反對是項道路改善工程。 因該項工程快將於憲報刊登,故懇請各業戶於本年12月27日前將下列回條簽妥並交回管理處,以便及早送呈有關當局考慮修改上述工程。 匡湖居管理處 謹啟 2007年12月14日
Our ref. MACO/07/N432 To: All residents of Marina Cove 14th December 2007 Objection to the Works of Widening of Hiram’s Highway (Phase of Marina Cove)In the widening of Hiram’s Highway works planned by Highways Department, the carriageway between Clear Water Bay Road and Marina Cove (“MC”) will be expanded from two lanes to four lanes. The above-mentioned works will seriously affect the green belt environment outside MC, increase the possibility of traffic congestion outside MC and increase noise nuisances to our residents. Details are as follows: 〈A〉Road expansion to four lanes The green short term tenancy land outside MC from shopping center to residential area of phase C has been designated as road reserve and there will be about 2 meters wide landscape area left behind outside MC. It will not only seriously affect the green belt environment outside the estate but the future carriageway will also be closer to our estate than present, and residents who live nearby the carriageway will absolutely be affected by the noises generated by vehicles. 〈B〉No full and comprehensive plan In the highway improvement works between Clear Water Bay Road and MC, the phase of MC is the fist stage of works and the second stage of works from MC to Sai Kung Town is still under researching. To proceed the highway improvement works outside MC without a full and comprehensive plan may increase the possibility of traffic congestion outside MC and seriously affect our residents. We have sent letters to Highways Department in March, September and December 07 to oppose the said work and propose the following issues: 1. To suspend the widening of Hiram’s Highway works between Clear Water Bay Road and MC before a full and comprehensive plan is readied; 2. To protect the peaceful and green belt area at MC, and the green short term tenancy land must be kept; 3. The government can consider solving the traffic congestion problem by constructing a new by-pass tunnel/highway from the New Clear Water Bay Road to Sai Kung Town directly. The captioned works will not only seriously reduce the Green environment of Hiram’s Highway and anti-support of environmental protection, but it will also affect MC’s environment, its traffic and properties’ value, so the Incorporated Owners of Marina Cove is now going to collect signatures of our residents in order to express our objection towards the captioned project. As the Government is going to publish the proposed works in the Gazette soon, so please fill in and sign on the attached slip and send it back to Management Office on or before 27th December 2007 so as to reflect our opinions to the Government before their publication.
